The New PPAA is already valid
The new PPAA (Plano de Prevenção de Acidentes Aeronáuticos Aeronautical Accident Prevention Plan) 2005-2006 was validated on July 1st of the current year, after its approval by the executive presidency.
The first CPAA meeting (Comissão de Prevenção de Acidentes Aeronáuticos Commission of Aeronautical Accident Prevention) happened on July 11th, in Rio de Janeiro, with the presence of the managers of all operational areas of the company. It was emphasized the need of a proactive action in terms of flight safety in all BHSs departments. The doctrine of Flight Safety will be implemented through plans, like the PPAA, which should be rigorously implemented, improved and changed according to the needs, as a living planning instrument.
The training schedule determined on the PPAA is already in process. The TRM training (Team Resource Management) for the technical teams of the company has already started. The CRM one (Crew Resource Management) has been scheduled for August 14th to 17th and will be provided by Air Safety, divided into two groups (14 / 15 and 16 / 17), to all BHSs crews.
Below, you will see BHSs Flight Safety policy as established on the PPAA, and it will be used as a guide to all the actions of the company, with a view to adopting the international patterns of this area.
The strict fulfillment of the rules and criteria established on the applicable aeronautical legislation and technical documentation consists on the basis of BHSs Flight Safety policy, with is expressed as it follows:
The air activity developed by BHS uses Flight Safety as a basic criterion for its enhancement, therefore, staff or material exposure to unnecessary risk of any nature is not allowed.
Thus, the following aspects will be considered in the performance and in the responsibility involved in your management:
1. All departments, either directly or indirectly involved with the flight, will be provided with basic and necessary training about the principles of Accident Prevention;
2. Every planning and execution action must consider the risks involved and must not break or disrespect any legal, technical or operational rule, as well as the well-known laws of the human life;
3. No employee will be requested to do any task for which he/she has not been appropriately and specifically trained;
4. In addition to the specific technical knowledge, the whole training program will approach the commandments and the Flight Safety doctrine that are applicable in the involved activity;
5. The specific Flight Safety actions will be conducted by enabled and qualified professionals and the dissemination, as well as the understanding of their immediate and final objectives within each BHSs functional group, must be promoted;
6. BHSs Flight Safety criteria will be equally valid for the outsourcing of services, which must be established based on the legal instruments that define the relationship between these parts;
7. The product of each specific Flight Safety action taken will be used with the only purpose of Accident Prevention, and must not be considered by any department for any different aim;
8. Whenever any sign of crime, contravention or indiscipline is detected during the development of a specific Flight Safety action, the involved efforts will contribute to the fulfillment of the applicable legal and administrative prescription.
The PPAA is a document under the responsibility of the Flight Safety Department, which also controls the emission of its copies.
