Russian helicopter is homologated by the CTA
Virginia Silveira/ CTA homologates first Russian aircraft, Virginia Silveira. The CTA - Centro Técnico Aeroespacial (Air-Space Technical Center) has completed the procedures for certifying the Baikal Mi-171 A helicopter, the first Russian aircraft to be homologated in Brazil. Procedures for certifying the Russian helicopter included signing a counterpart agreement between the governments of both countries, mediated in Brazil by the DAC - Department of Civil Aviation, and, in Russia, by the IAC - Interstate Aviation Committee. Hugo Moura, Director of Alpha South America, and trade representative of the Russian helicopter in Brazil, spoke of future certification of the CTA homologation, in Russia, of the ERJ-145 jet and of the EMB-120 Brasilia turbohelix, manufactured by Embraer. By means of a bilateral agreement that CTA has with the FAA (Federal Aviation Administration) and EASA (European Aviation Safety Agency), through the CTA -IFI, Institute for Industrial Development and Coordination, Embraer has succeeded in making its planes operational in over 58 countries worldwide. Certification of the ERJ145 jet series required 100 thousand IFI engineering man-hours and a total of 2.5 thousand reports. The program for the 70-passenger Embraer 170 certification, concluded as of March 2004, involved producing 1,300 technical reports, some 2 thousand hours of test flights, and almost 4,000 development and support documents. According to IFI Director, Colonel Luiz Alberto Munaretto, today, 300 technicians and engineers from the Institute are engaged in activities pertaining to homologation of aeronautical products (civil aircraft, military aircraft, and armaments). In 2004, sales of certification services amounted to a total revenue of R$ 1,5 million for IFI. IFI also contributes to air-space development activities in the fields of technology transfer and compensation agreements (offset), and appraisal of companies for a reduction in the ICMS Goods and Service Tax. IFI also engages in activities to certify management systems by ISO 9000-2000 and NBR 15100 quality norms, specifically for air-space products. Also according to Colonel Munaretto, a considerable number of staff members engaged in the field of IFI homologation today are working on certification procedures for the 190, the new Embraer passenger plane, for completion in July this year. Even before it has been granted a homologation certificate, the 190 has already received 155 firm orders and 230 optional orders. IFI expects a total of 900 technical reports to be issued throughout the procedures for certififying this plane. The Institute is also working on certification procedures for the Airbus 319-133; for the MD11F cargo plane; for various models of foreign executive jets; and, also, on the program to modernize the FAB - Brazilian Air Force F-5 planes (a task for Embraer), and the new ALX Super Tucano, manufactured by the company for the Air Force. Although they have been awarded their respective homologation certificates, ERJ-145 and Embraer 170 jets, undergo a continuous process of aeronavegability. 'The IFI follows up on the operational life of these planes that may, possibly, present some problem in terms of design or even incorporate some change as requested by the customer, that must be validated'. The Russian Baikal Mi-171 helicopter, for instance, is a modified version of the successful Mi-171 series, that has sold 11 thousand units worldwide. The model, at a cost in the US$ 10 million to US$ 12 million price range, will be officially introduced on the Brazilian market this Sunday at the Jacarepaguá Airport in Rio de Janeiro. The Mi-171 version was purchased in Brazil by the Clapham Corporation NV that also financed the process of homologation of the helicopter over the last six years. The company also represents the sale of the model in Argentina, Chile, and Paraguay and formed an association with Alpha South America to render sales in Brazil and in Uruguay viable. Atlas Táxi Aéreo is the company responsible for operation and maintenance of the aircraft in demonstration flights here and in the neighboring countries. According to Hugo Moura, Director of Alpha South America, some helicopters of the Mi-171 series operate today in Mexico, Colombia, and Peru. 'We expect this helicopter to be well accepted on the Brazilian market, mainly in companies that require heavy transportation in the fields of oil, mining, forestry, and energy, as also for government agencies such as Ibama, Sivam, the Civil Defense, Federal Police, Armed Forces, among others'.
