More safety in the air and in the sea
In a meeting that occurred on the last 23, with the presence of Engineer Flávia Serpa, President Décio Galvão, Captain Luís do Amaral, Ana Claudia Malagrino, Engineer Shailon Ian and Renato C. Lamarca, from INDG (Instituto de Desenvolvimento Gerencial Managerial Development Institute), we started the review of BHSs needs with Petrobras in order to fit the worldwide standard that Petrobras hopes to accomplish with PEO-TRAM, which even gives us the opportunity to take part in the definition of this standard in an integrated way. Based on this review, an action plan will be established by the group and it will be executed by BHS, starting in January 2006. Ana Claudia Galvão, Quality & HSE Manager, will be responsible for coordinating the implementation of PEO-TRAMs Execution step at BHS. This can be considered an inclusion program, once it allows companies that are now transport service providers to have enough time and support from Petrobras to implement these standards. At the end of a two-year period, this standard will be requested to both current and new suppliers in an issue of public tender. Check below a brief introduction of PEO-TRAM, elaborated by Engineer Flávia Serpa coordinator of Petrobras program. PEO-TRAM adopts international best practices of EH&S in the transport area The intention of the Excellence Program in Air and Sea Transporting Operations, PEO-TRAM, launched by E&P in January, is that, in 30 months, the companies which provide services in the area of exploitation and production achieve an international excellence standard. PEO-TRAM aims to progressively improve the service providers performances so that they fit the increasingly strict requests of Petrobras issues of public tender. It is, therefore, turned to the market. Internally, it will act in ten business and service units in the area of exploitation and production, which should improve some features in order to work tuned with the new demands. The search for excellence in the air and sea operations is the most important motivating factor of PEO-TRAM. After the successful implementation of the Program, Petrobras hopes to accomplish the targeted objective and to contribute to: - Increase the level of control of the transport operations - Reduce the risks of the transport activities - Improve the action of suppliers - Evolution of the relationship with the market Continuous improvement With PEO-TRAM, Petrobras is willing to induce and support the market as to the search for continuous improvement of air and sea transport services, emphasizing the EH&S features associated with the technical-operational performance, with a view to complying with the seventh Petrobras EH&Ss guideline. For the development of the tasks, Petrobras has hired 3 companies to support it: o Instituto de Desenvolvimento Gerencial Managerial Development Institute (INDG), which is responsible for the management of the program; o Bureau Veritas (BV), which is responsible for the diagnosis of sea activities, for the audits and inspection of the results; o Lufthansa Consulting (LCG), which is responsible for the diagnosis of the air activity and for the aeronautical consultancy, according to the following methodology, in which, starting in December, the operators will start executing their action plans (designed based on a master plan developed by INDG) individually. INDG will start the elaboration of the work plan based on the diagnoses that have been made on the air and sea segments. It will assist the companies in the introduction of changes in the operational procedures and manage its actions as for the actions concerning the search for improvement of the services provided. Consultants from Bureau Veritas will execute the audit on the action plans of each company. This will enable INDGs feedback with information about possible distortions or adjusts that might be necessary. PEO-TRAMs role is to plan, implement, audit and guarantee continuous improvement and permanent adoption of the best practices in EH&S for air and sea transport services.
